Positive Registry proves potential for financial inclusion

Data released by ANBC shows the percentage of the population that benefited from the first credit consultation after the implementation of the Positive Registry with automatic adhesion

The Cadastro Positivo (CP) automatic adhesion model will be three years old in July 2022, and according to a survey released this month by the National Association of Credit Bureaus (ANBC), the information of 62% of the Brazilian population is registered in the CP databases. São Paulo (75%), Rio de Janeiro (72%) and the Federal District (71%) top the list of states with the most data bases.

Also according to ANBC, the measure has brought around 4 million people and companies into the credit market, out of the total number of CPFs and CNPJs in its databases, which is equivalent to around 3% of entrants. For the president of ANBC, Elias Sfeir, the so-called ‘New Positive Register’ has made these people and businesses visible to the credit market.

“In these almost three years, the Positive Registry has been confirming the benefits foreseen in its implementation, especially in relation to financial inclusion. This data proves how the Positive Registry can change the reality of those looking for credit,” said Sfeir.

The president of the Credit Protection Service (SPC Brasil), Roque Pellizzaro Júnior, highlights the ways in which the positive register benefits both companies and consumers.

“For consumers, the Positive Registry facilitates credit approval and access to longer payment terms and lower interest rates, as well as including low-income consumers who previously had no access to credit. For companies, it brings much more assertiveness for a better decision in credit analysis, reducing the risk of default,” says Pellizzaro Júnior.

In terms of states, the Northeast region stood out. Sergipe registered the highest rate of newcomers to the credit market, with 6.78%, followed by Maranhão (5.51%) and Alagoas (4.79%).

“Small and medium-sized companies are the biggest beneficiaries, especially those that don't have expertise or a more robust credit structure. The information from the credit history of the Positive Registry adds a lot of value to improving credit assessment, as well as speeding up approval and reducing the risk of defaults,” says the president of SPC Brasil.

Elias Sfeir recalls that consumers and companies that already participated in the credit market have also benefited from the Positive Registry.

“The empowerment of the borrower, made possible by the credit rating calculated taking into account positive data, can result in better conditions for loans and financing, allowing credit to be taken without jeopardizing payment capacity, which reduces defaults, impacting the banking spread and benefiting the economy,” adds the president of ANBC.

Cheaper credit lines
The report “Analysis of the Effects of the Positive Registry”, published by the Central Bank of Brazil (BCB) last year, points out that new borrowers with a CP score had, on average, a 10.4% reduction in the interest rate charged on non-consigned personal loans, which is equivalent to a 31 percentage point drop in the annual interest rate. For those who improved their score, the reduction amounted to 15.9%, a drop of 40 percentage points in the annual interest rate.

The data also confirms the increase in the number of people able to access credit lines after the implementation of the New Positive Registry. According to the database management companies, the proportion of individuals who improved their credit rating when they joined the CP was higher than the proportion who worsened.

What is the New Positive Register?

Created in 2011, the Positive Registry is a set of databases containing information on individuals or companies relating to obligations - New Positive Registry of credit operations or not - already paid by the client or in progress (installments not yet due). In April 2019, the President of the Republic, Jair Bolsonaro, sanctioned changes to the Positive Registry Law, and since then, the inclusion of consumer and company information in positive credit databases has become automatic. However, it wasn't until January 2020 that this data became available for consultation by companies, banks and stores in the retail sector.

SPC Brasil is one of the companies that manages the Cadastro Positivo database. According to Roque Pellizzaro Júnior, the organization has made considerable progress in capturing and making better use of payment histories.

“There are thousands of new data points arriving all the time, and we are evolving our scoring models and indicators to generate even more value for our products and make life easier for our members, so that they can make the best decisions when granting credit,” said the president of SPC Brasil.
