The entry of the telecom sector will facilitate the inclusion of Brazilians who are outside the credit market due to lack of information for evaluation
São Paulo, July 1st, 2021: The telecom are now part of the Positive Register. The telecom sector's entry into the database will help promote the inclusion of Brazilians who don't have a bank account and are excluded from the credit market due to a lack of information for evaluation.
With the entry of the sector, payment information for telecommunications service bills will be part of the Cadastro Positivo database and will be taken into account by credit bureaus (Boa Vista, Quod, Serasa and SPC) in the rating of individuals and companies. This inclusion, which will significantly expand the database of the Positive Registry, is in response to Positive Record Law which is two years old.
Elias Sfeir, president of the National Association of Credit Bureaus (ANBC), celebrates the financial inclusion of around 13,15% of telecommunications service consumers who might have had difficulty accessing credit because they were unbanked. The arrival of this data will democratize access to credit and could generate better contracting conditions for those who are in the habit of paying their bills regularly.
“The more information that is relevant to credit assessment, the greater the possibility that individuals and companies that were previously unable to be assessed will be seen and considered by the credit market. Therefore, the receipt of customer data from telecommunications operators is a positive measure for creditors, borrowers and the economy,” says Sfeir.
To date, around 53 million records of individuals and companies have been sent to credit bureaus by telecommunications operators and, of this volume, around 7 million records are completely new, i.e. they were not part of the first wave of information sent by financial institutions.
The executive president of Conexis Brasil Digital, Marcos Ferrari, points out that inclusion will mean an advance for credit analysis tools by including Brazilians who don't have a bank account. “The initiative has the potential to make life easier for Brazilians, especially those with a good payment history,” he said.
Credit bureaus expect new sectors to join the Positive Registry, such as electricity utilities and sanitation and gas companies.
