Forum in Luanda reinforces the role of Private Credit Information Centers

On May 27, the city of Luanda hosted the Collaborative Forum on the Credit Reporting System, entitled “The Role of Private Credit Information Centers”, an initiative promoted by the Data Protection Agency (APD) in collaboration with the International Finance Corporation (IFC), a member of the World Bank Group. The event brought together government representatives, financial institutions, international experts and regulatory bodies, with the aim of debating the development of a more robust, transparent and inclusive credit information system in Angola.

At the opening ceremony, the Minister for Telecommunications, Information Technology and Social Communication, Mário Augusto da Silva Oliveira, highlighted the strategic importance of the topic in the context of the celebrations for the 50th anniversary of national independence. The Minister stressed that strengthening the Private Credit Information Centers (CPIC) is one of the priority actions of the National Development Plan 2023-2027, aimed at modernizing the business environment, facilitating access to credit and promoting financial inclusion.

 

The Chairman of the APD's Board of Directors, Maria das Dores Jesus Correia Pinto, emphasized the need to balance access to credit information with the protection of citizens“ personal data. ”It is at this intersection between access to information and respect for privacy that our role as a Data Protection Agency comes into play, that of ensuring that our citizens' data is handled responsibly, securely and with respect," she said.

 

The forum program included two thematic panels. The first covered topics such as the relevance of credit scoring information for the stability and expansion of the business environment, presented by economist Carlos Rosado de Carvalho, and lessons from Latin America in the implementation of credit information systems, discussed by Elias Sfeir, a member of the Advisory Group of the International Committee on Credit Reporting (ICCR). Amaro Figueiredo, Executive Director of APD, presented the regulatory framework for CPICs in Angola, highlighting the interaction between providers, users and consumers.

In the second panel, Adriana Dias, Chairman of the Board of Directors of the Angola Bureau, presented an international perspective on how data can generate results. Veloso Pedro, Director of the Credit Monitoring Office at the National Bank of Angola (BNA), discussed the complementarity between the Credit Risk Information Center (CIRC) and the CPICs. Carla Castro Paiva, Marketing Director of the Angola Bureau, discussed the progress and challenges in implementing CPICs in the country.

The forum provided a space for dialogue and reflection between the various players in the sector, reinforcing the joint commitment to building a more efficient, transparent and fair Credit information system that contributes to economic growth and financial inclusion in Angola. Central themes were also highlighted, such as the protection of citizens' personal data, the importance of security in the processing of information, the modernization of the Credit data sharing system and its contribution to the prevention of fraudulent practices and computer risks, within an integrated vision of sustainable development.
