Credit bureau sector submits nomination for National Council for the Protection of Personal Data and Privacy

Lawyer Marcel Leonardi has proven expertise in legal issues of personal data protection, digital law and new technologies

The National Association of Credit Bureaus (ANBC), in accordance with the call notice published by the National Data Protection Authority (ANPD) at the beginning of February, indicates the lawyer Marcel Leonardi as its representative to join the triple list to fill two vacancies on the National Council for the Protection of Personal Data and Privacy, of the ANPD.

ANBC makes this nomination as a representative of the business sector related to the processing of personal data and for its relationship with other sector entities linked to credit. Among the reasons for its accreditation, Elias Sfeir, ANBC's president, highlights the promotion of actions aimed at preventing the use of personal data. over-indebtedness based on data intelligence, the recognition of Positive data as an example of the application of LGPD in the processing of data for a specific purpose, the sector's proven international experience in data governance and information security policies, strong interaction with the consumer experience and constant encouragement of consumer education on the use of their personal data.

Marcel Leonardi, who has acted as a consultant to ANBC and its members on issues related to the General Data Protection Law, holds a master's and doctorate in Law from the University of São Paulo Law School, a post-doctorate in Law from Berkeley Law, and is certified by the International Association of Privacy Professionals (IAPP - USA), in European Privacy (CIPP/E) and the United States (CIPP/US) and trained in Internet Governance by DiploFoundation (Switzerland/Malta). A partner at Leonardi Advogados since 2020, he has proven expertise in legal issues of personal data protection, digital law and new technologies. Ethics advisor to the National Advertising Self-Regulation Council (CONAR) since September 2020, Leonardi has also been a professor at the Getúlio Vargas Foundation (FGV Law) on issues of personal data protection and digital law since 2005, and a member of the InternetLab Advisory Board.

Previously, he worked as a technology and data protection consultant at Pinheiro Neto Advogados, was Director of Public Policy at Google Brazil and scientific advisor to the São Paulo State Research Foundation (FAPESP) on data protection and digital law. He is the author of books on digital law and privacy, has published several articles and is a guest lecturer at various institutions on topics related to personal data protection and digital law.

Regarding his selection by ANBC, Leonardi notes that it is an honor and a huge responsibility to be nominated by such a representative and essential sector for the country's economy and development. “The processing of personal data by bureaus enables new business models and constant innovation, fosters trade in goods and services, expands access to qualified information for suppliers and consumers and expands economic opportunities for micro-businesses, entrepreneurs and individuals, reducing both costs for the entrepreneur and prices for the consumer,” he adds.

“ANBC believes that, due to his long and solid experience in issues related to the General Data Protection Law (LGPD), lawyer Marcel Leonardi has the best credentials to be its representative on the National Council for the Protection of Personal Data and Privacy,” comments Elias Sfeir, president of ANBC.
